Is a unit the same thing as a physical quantity?

No. A physical quantity is the property you measure (like length, time, mass). A unit is the fixed standard amount of that quantity you compare against. Example: length is the quantity; metre is the unit. You always report a measurement as quantity = number x unit, so 5 m = 5 times the standard metre.

Why can't we just use numbers without units?

A bare number is meaningless in physics. If a rod is '5', is it 5 metres, 5 centimetres, or 5 feet? These are all different lengths. The unit tells the reader which standard the number is counting. For NEET, an answer written without a unit (or with the wrong unit) is treated as wrong.

What does 'arbitrarily chosen' mean in the NCERT definition?

It means the exact size of the standard was a human choice, not fixed by nature. We could have picked any length as the metre.
