What exactly makes an element a d-block or f-block element?
Look at where the last (differentiating) electron goes. If it enters a d-orbital (like 3d, 4d, 5d), the element is a d-block element. If it enters an f-orbital (4f or 5f), it is an f-block element. This is the only rule you need to decide the block. Example: Fe fills 3d, so it is d-block. Ce fills 4f, so it is f-block.
Where are the d-block and f-block elements located in the periodic table?
d-block elements sit in the middle, in groups 3 to 12, between the s-block (left) and p-block (right). f-block elements (the lanthanoids and actinoids) are placed in two separate rows at the very bottom of the table, so the main table stays short and neat. Are d-block elements and transition elements the same thing?

NEET loves to test this exception.
Why are f-block elements written separately below the main table?
If the 14 lanthanoids and 14 actinoids were placed inside the main table, it would become very wide and hard to read. So they are shown as two rows at the bottom. Their properties are also very similar to each other, so grouping them together makes sense. They are sometimes called 'inner transition elements' because the f-orbitals being filled are deep inside.
What is the general electronic configuration of d-block and f-block elements?
d-block general configuration is (n-1)d^1-10 ns^0-2, meaning the d-orbital of the inner shell fills while the outer s has 0 to 2 electrons. f-block general configuration is (n-2)f^1-14 (n-1)d^0-1 ns^2, meaning the f-orbital that is two shells inside is being filled. This is why f-block elements are called inner transition elements.
