NEET Counselling 2026 MCC (All-India Quota) & State Process, Rounds, Dates & Documents

NEET counselling is how a qualified NEET score becomes an actual MBBS/BDS seat. It runs at two levels — the 15% All-India Quota conducted by the MCC (mcc.nic.in), and the 85% state quota run by each state. The process is: register → fill & lock choices → seat allotment → report to college, across several rounds. NEET 2026 counselling dates are awaited — the schedule below uses the 2025 timeline as the reference until MCC announces 2026.

The NEET counselling process, step by step

  1. 1. Qualify NEET
    Score at/above the category cutoff percentile (General 50th, OBC/SC/ST 40th, PwD 45th).
  2. 2. Register on MCC
    For the 15% All-India Quota / deemed / central seats at mcc.nic.in. State quota (85%) registers on your state's own portal.
  3. 3. Fill & lock choices
    Order colleges by genuine preference — the system allots the highest-preference seat your rank reaches. Lock before the deadline.
  4. 4. Seat allotment (result)
    MCC publishes the round result. You're allotted one seat based on rank, category, choices and seat availability.
  5. 5. Report to the college
    Download the allotment letter and physically report with documents to confirm admission, or opt for upgrade/exit per the round rules.

MCC (All-India Quota) vs State counselling

MCC — 15% All-India Quota

Conducted at mcc.nic.in. Covers the 15% AIQ seats in government colleges, plus all deemed & central universities, AIIMS, JIPMER, ESIC and AFMS. One national merit list.

State — 85% State Quota

Run by each state's own authority on its own portal & schedule. Covers 85% of government seats plus private/management seats in that state. Domicile rules apply.

NEET counselling rounds (MCC AIQ)

Seats free up between rounds through upgrades and withdrawals — a rank that misses Round 1 can still get a seat later.

Round 1 Registration + choice filling
Who: All qualified candidates. Highest choice availability — fill generously in preference order.
Round 2 Fresh + upgrade
Who: Not allotted / want a better seat. Round-1 upgraded seats + freed seats reopen. Free exit if you don't like your R1 seat (varies by year/rule).
Round 3 Fresh + upgrade
Who: Remaining candidates. Deemed/central seats mostly close here.
Stray Vacancy Round Fill remaining seats
Who: Registered, not yet admitted. Last MCC round — allotment is usually binding (must join).

When will NEET 2026 counselling start?

NEET 2026 counselling dates are awaited — MCC announces them after the NEET result. Based on 2025, All-India-Quota (MCC) counselling typically begins within a few weeks of the result (around late July–August), with state-quota counselling following on each state's own schedule. Check mcc.nic.in and your state authority for official dates.

What is the difference between MCC and state counselling?

MCC (mcc.nic.in) conducts the 15% All-India Quota plus deemed/central universities, AIIMS, JIPMER and ESIC seats. The remaining 85% state-quota seats in each state's government and private colleges are filled by that state's own counselling authority. You can register for both — MCC for AIQ and your state portal for state quota.

How many rounds are there in NEET counselling?

MCC AIQ counselling usually runs Round 1, Round 2, Round 3 and a Stray Vacancy Round. Seats free up between rounds through upgrades and withdrawals, so a rank that misses out in Round 1 can still get a seat in a later round. State counselling has its own round schedule.

How does choice filling and seat allotment work?

You list colleges/courses in your order of preference and lock them. The system then allots the single highest-preference seat that your rank, category and the seat availability allow. So preference ORDER matters — put your genuine first choice first, even if it feels ambitious.
