For a fixed mass of water, its volume is smallest at 4 C. Density = mass / volume, so the smallest volume gives the largest density. As you cool water from room temperature down to 4 C, it contracts and gets denser. But if you keep cooling below 4 C, water starts to expand again, so its volume grows and density falls. That is why the maximum density is exactly at 4 C, not at 0 C. At 0 C water is a bit less dense, and ice (at 0 C) is even less dense, which is why ice floats.
Between 0 C and 4 C water CONTRACTS on heating. This is the opposite of normal materials, which expand when heated. So in this small range the coefficient of volume expansion of water is negative. Above 4 C water behaves normally and expands on heating. This unusual behaviour in the 0 to 4 C range is exactly what we call anomalous expansion.
As the surface water cools toward 4 C it becomes denser and sinks; warmer, lighter water from below rises. This mixing continues until the whole pond reaches 4 C. Now if the surface cools below 4 C, that colder water becomes LESS dense, so it stays on top instead of sinking. It keeps cooling and finally freezes at the surface. The ice layer on top then insulates the water below, keeping it near 4 C. So freezing goes top to bottom, never bottom first.
If water behaved normally, the coldest, densest water would sink and freeze at the bottom first. The whole pond could freeze solid from the bottom up, and fish, plants and other water life would be crushed and killed. Because of the anomalous expansion of water, the bottom stays liquid at about 4 C under an insulating ice cap, so aquatic life survives the winter.
They are related but not identical. Anomalous expansion is about LIQUID water having maximum density at 4 C and expanding below 4 C. Ice floating is about SOLID ice being less dense than liquid water because of its open crystal structure. Both come from the same hydrogen-bonding behaviour of water molecules, and together they explain why ponds freeze top-down while life survives underneath.
