The penis is the male EXTERNAL genitalia. NCERT lists the male reproductive system as: a pair of testes, accessory ducts, accessory glands, and the external genitalia (the penis). So testes and ducts are inside, but the penis is the external part. NEET often asks you to sort organs into these groups.
